The civil service provides the professional and continuous foundation of any government administration. Ensuring a government has a neutral, non-partisan, and robust civil service will support the adoption of good practices for government stability and continuity across leadership transitions over time. Not only does the civil service preserve institutional memory by updating and maintaining public record, but it is also critical in ensuring government programs and citizen priorities are met, despite shifts in leadership or in the event of a crisis.
