GLOBAL EXECUTIVE TRANSITIONS COMMUNITY OF PRACTICE
This website was created by a dedicated community of stakeholders — including academics and experts on transitions, current and former government officials, and members of the international assistance community — working to support education on the importance of smooth leadership transitions, and encourage good practices to encourage transition success. This site showcases a variety of resources from a diversity of experts, countries, political systems, and historical contexts, to support the development of a comprehensive library with operational and informational guidance for officials involved in executive transitions across the world.
A field of global practitioners working to support smooth transitions continues to grow, with a variety of international organizations offering technical guidance for enhanced success based on good practices around the globe. The following global organizations have contributed to this website, and continue to provide assistance and support for smooth leadership transitions around the world.
The National Democratic Institute (NDI): NDI is a nonprofit, nonpartisan, nongovernmental organization that has supported democratic institutions and practices in every region of the world for more than three decades. Since its founding in 1983, NDI and its local partners have worked to establish and strengthen political and civic organizations, safeguard elections, and promote citizen participation, openness and accountability in government.
White House Transition Project (WHTP): Begun in 1999, the nonpartisan WHTP provides information to a new White House staff about their individual offices thereby streamlining the process of transition from one administration to the next. Professors Martha Joynt Kumar and Terry Sullivan direct the Project. Funded by the Moody Foundation, the WHTP’s 2016-17 project “Smoothing the Peaceful Transfer of Democratic Power” operates in collaboration with Rice University’s Baker Institute for Public Policy. We also coordinate with government agencies and outside groups, like the Partnership for Public Service and the National Academy of Public Administration.
Center for Presidential Transition: Presidential transitions are big, complicated and dangerous. The Partnership for Public Service’s Center for Presidential Transition is changing that. This first-of-its-kind Center is helping the presidential candidates and their transition teams, the outgoing administration and federal agencies navigate the transition process and ensure our next president will be ready to govern on day one.
The Ghana Center for Democratic Development (CDD-Ghana): CDD-Ghana is an independent, not-for-profit research and advocacy think tank, working to advance democracy, good governance, and inclusive economic growth. CDD-Ghana works to complement the broader objectives of strengthening democratic governance, the principles of popular participation and the demand for public accountability. The Center harnesses the power of evidence-based research, ideas, partnerships to encourage dialogue, inform and influence public policy
Save Democracy Africa: Our vision is to evolve a united, peaceful and democratic Africa guided by the principle of equity, fairness and rule of law and anchored on the culture of dialogue, consensus building and popular participation.
Global Leadership Foundation: The Global Leadership Foundation is a group of former leaders from around the world who work discreetly on governance and conflict issues in troubled countries. A not-for-profit foundation registered in the Canton of Berne, Switzerland, the Global Leadership Foundation is not aligned with any government and is independent of any private, corporate or commercial interest. Its core principles are Discretion, Trust, Integrity, Neutrality and Independence.
Constitutional Term Limits Initiative: To engage political leaders and civil society to advocate for, and mobilize citizens to promote respect of presidential term limits, the National Democratic Institute (NDI) is launching a program entitled Constitutionalism for Democratic Consolidation to promote support for presidential term limits across sub-Saharan Africa through high-level advocacy and citizen mobilization.
George W. Bush Presidential Center, Women’s Initiative: The Bush Institute's Women's Initiative programs support first ladies' efforts to improve the lives of women and children around the world; equip women from the Middle East, North Africa, and Afghanistan with the skills to become more effective leaders; and develop policies and research that advance women's leadership and spotlight their stories.
